The Regeneration Framework “New life for new Swindon” (2004) first identified the extension of the central business district north of Fleming Way for redevelopment. Since then land acquisitions have followed, the site has been increased in size by adding the former Police Station site and the scheme is now called Union Square. This is an office led mixed use development which will change the town centre forever.
A Collaboration Agreement between the three land owning partners, HCA (Homes & Communities Agency), SWRDA (South West Regional Development Agency) and SBC (Swindon Borough Council) was concluded and in November 2008 a Development Agreement with Muse Developments Limited was completed, tasked to deliver the following:
- 650,000 square feet of offices
- 150,000 square feet of ancillary retail
- 450 residential units (of which 25% are affordable)
- 850 space Multi-Storey Car Park
- New Primary Health Care Trust building
- New Bus Station
- Regrading of Fleming Way
- An hotel
- New Public Square
- Signalized junctions at Gordon Road and Whalebridge Roundabout (see section on Whalebridge)
- New and improved Public Realm
Over the last two years the developers have been marketing the site, creating the Union Square brand, seeking occupiers, amending the masterplan and preparing information to allow them to submit a planning application.
The overall Union Square scheme will have an end value of over £350 million and be constructed in ten phases over the next ten to fifteen years. The architecture is intended to be cutting edge and the materials of a superior quality. The commercial buildings will be built to a BREEAM Excellent standard while the residential units to Eco Homes Code Level 4. The immediate programme is as shown below.
